No I suggest a 32 amp switch allowed for length of cable supply

Q: Can this be used on an old cement mixer as an on/off switch

It should work, but cement mixers have a safety feature called a no volt release which prevents the motor from restarting if the power is cut. This does not have that feature and hence would not be recommended in many cases.
