Q: Do you have to cut the steel inside the bumper?

Yes you do...If you look under there the measurement puts the cut just past the bolts connecting the bumper.I highly recommend these. Jeep looks great!

Q: I purchased my jk wrangler used and the front bumper was already cut at 2" rather than the 3.5". will these still work?

Ya they should work, if not you can just remove the other 1.5", the bumper might stick out in front of the wheel a bit , I like how mine just covers the grille area! Either way it's a nice simple way to spice up your jeep

No just the front. They are specifically cut to the bumper demensions when you cut the bumper off.
