Q: I plan on running 37" tire with 4.75 offset 17" wheels. another website says i need p/n 82215355 to accomodate larger than stock sizes. is this true?

According to catalog it should work for up to 37 inch tires.

Q: If you look to the right side of the tire mount there is a hole that appears to be there to hold a CB radio antenna. Is this the purpose of the hole?

yes. But don’t use for 37 inch tire.

Q: What’s the maximum weight can this carrier hold? My 37 weighs 110lbs

My 35's are 120lbs and seem to do fine. Had to adjust door up a ¼" to balance the added weight.

You should not need the tailgate reinforcement for rubicon takeoff wheels/tires. The tailgate should be able to support them fine since they are standard equipment on the rubicon
