Absolutely. This, and also the smaller StormPad Mini is perfect for this sort of thing.

Q: Are the pages perforated to tear out?

It's a traditional spiral bound, so yes, you can tear a page out quite easily if you need to.

Q: Can i use a pilot frixion erasable pen with this notebook and wipe clean with a damp tissue? its size suits my application.

pilot frixion erasable pens are gel based pens - you will be able to erase pen using the internal eraser - however I am not familiar with the exact constitution of the ink itself. At a guess I would say no - it wont be able to be wiped with a damp cloth; however, an alcohol wipe will likely work. We use Steadler Lumocolor pens and lexan plastic sheets in our binders for taking notes that can then get wiped in this manner and this method can be reused indefinitely.

Q: If I cut a page out will the cut edges still be waterproof or is each piece of paper sealed?

This is a great question: the paper is not sealed or coated in anything. It is made primarily from calcium carbonate - so the actual material itself is inherently waterproof. Despite this, it is not slick or shiny and is really nice to write on.
