Is this actually a restraint suitable for restraint in an accident?

The Kurgo Leash & Zipline is not a crash tested product. This item was designed to prevent driver distraction by allowing your pup to have the ability to move from window to window in the backseat but prevent the pup from jumping into the front seat.

How does it keep the dog from going out the window and just hanging there?

The zip lines fastens to the hand holds on each side of the vehicle. The leash has multiple loops sewn into it so you can adjust the length from the zip line to your dog, just enough to stick his head out but not the body. I would recommend using with the kurgo harness. Both products have held up well for two years thus far. Having said this I still keep my window up partially.

Would this be able to prevent a dog from actually jumping out of open window? My dog is pretty well behaved in the car until she sees another dog.

First of all no one can make a guarantee that their device will prevent your dog from jumping out of the window. A responsible dog owner must make those decisions for his/her pet. I bought this device for my 8 lb Chiweenie. He was 3 months when I rescued him. I didn't want him jumping in the front of the truck. He just turned a year old and he has mellowed out. My 100 lb lab I would never put this device on if I didn't want my backseats torn out when or if he decided to take a leap of faith. Good luck.

I have 2 dogs & a mini suv. Is there a way to make the system work for 2 dogs? I have a 2nd zip line, but there is only 1 set of handles in the roof.

I think they make some that plug into the seatbelt. Would use those. Not unless y can. Find something else to fasten them to. We love ours. Ambers sour 115 lb Rottyand it works great winner. She doesn't galette al tangld up.
