Q: Can anyone tell me the exact size of the treads and how much the bottom step protrudes from the top

Hailo 150 kg. There are two treads, both treads are the same measurements. 12 inches wide-left to right as you look from the back as if you were going to mount them, and 8 inches front to back. The bottom tread is 8 and a half inches from the floor and the top tread is the same distance higher from the first tread. Total height from the floor is 17 inches. Looking down on the steps when they are open, the top tread is 4 inches in front of the lower one. When steps fully opened 19 inches front to back and 16 inches wide. Folds down to 1 and a quarter inches by 16 and a half inches by 19 and a half inches for stowage. A good buy and worth the money. Just one problem with ours is that one of the rubbers has come away but easily fixed

If you look at the technical details it tells you Top rung/step height: 44 cm

Q: What are the dimensions of the item when folded?

Hi. The steps are 56cm x 49cm x 4cm when folded. They are very thin when folded, making them easy to store.
