small, as my lab pup was about 15kg when i bought one for her.

I think so , I have a medium for my female flat coated retriever. She is more or less fully grown about 29kg . There is still room in the halti . So I'm sure the small one would be better for your dog , they do expand . I love ours and she walks really well on it . I also feel very secure as she is unable to slip it. Hope this helps

Yes I purchased the medium Halti Harness for my male German Shepherd as recommended by our trainer and it is fine, Simba lunges and barks not through aggression but because he wants to play. He weighs 39Kilos so is very strong and this harness does not rub and is quite soft to touch. yes I would recommend purchasing one.
