Q: Is this item heavy enough to with stand strong wind and rain during a storm?

Not made for heavy wind (+30mph). The base is not heavy enough. I drill concrete anchors into my parking area and used threaded rod with a large knob to quickly and easily secure these on windy days. I put them out and remove them daily.
