How do you put these on the regulator track?

Somewhere along the middle of the track where there is more clearance away from the panel, the clip can be turned enough to slide it into position.

Are these the clips that will hold the window up when the window motor doesn’t work?

These clips attach the window glass to the wire cable system that is run by the motor. So they will hold up the window when the motor doesn't work. These are a replacement part for clips that come factory installed. So if your window motor is broken, these won't change anything about that.
