Hello!!! So if I remember correctly, maybe 3 or 4 DLC characters are free. The rest come in packs, or solo. I haven't played recently but last I remember they had 15 DLC characters. Pretty good roster tbh. More to come too. Probably my favorite entry in the series since KOF 12

can you play with 2 or more players offline?

I have played with 2 (controllers) offline, yes. Have not tried with more than that.

Do you need to play King of fighters 14 to understand this game?

No, but it helps explain why several characters who died earlier in the series have returned. That said, on its own, it’s a poor reason to play 14 because the answer isn’t deep or hard to find online.
