Q: Can you paint over rust?

You CAN paint over rust, BUT you should NOT. My experience is to remove as much rust as possible in every situation and have clean material to prime or paint. I have had best results with Rust-Olem Rusty Metal Primer (the brown not the white--the white is for clean metal) and then I use a top coat of Rust-Olem Gloss Black after the primer has dried. Do so at your own risk, and good luck!

Q: Can I use this in my kitchen cabinets?

Yes, it is thicker than regular primer. Adheres well and doesn't run. I have used it on all of the cabinets I have painted.

Q: Will this work well in covering vinyl wallpaper?

This talks about Rust-Olem primer yet shows a picture of Zinsser Bullseye 1-2-3. I would NOT recommend using Rust-Olem Primer on wallpaper, even tho it CAN be done. I have had good success with a thin coat of Zinsser Bullseye 123. Used outdoors just as a primer (which I doubt you are doing), the primer will eventually peel off in my experience. A thin coat over vinyl wallpaper with another coat of something over the top of that should work pretty well. Keep in mind if there is any design on the wallpaper, it may show thru the primer and the paint over it unless you put both the primer and the paint on thick enough to hide the design. Then the danger is getting primer and paint on so thick that it runs. Please just be aware of these things as you work. Good luck!

Q: Can I paint plastic outside house shutters with #249937 primer ?

You CAN, but I don't recommend it unless you put another coat of something over the top. My experience has been that primer alone will eventually weather and peel. It has to have something to stick to and soak into is my advice. Good luck!
