Q: Can I apply these on leather shoes?

I don't know but my advice would be to get leather dye. I've dyed shoes many times without problems x

Q: How to wash after dry?

I would low temperature. Also rinse your clothing after you have ironed them then put in the washer on its own

Q: Do these need to be cured on the item before washing for a period of time?

No it does not need to be cured, I painted my design on a test piece, waited for it to dry then ran it through the washing machine. It came out fine. I only used one colour (red) but I would presume all colours would be the same regarding washing.
