The size was in inches and I count in CM. Small misunderstanding. I returned it but before I did, I had to try it on once to realize it was too big. I didn’t touch the adjuster ( there is a small adjuster that allows you to reduce the size). I do want to make one thing clear. ; ITS MATERIAL is very robust. Don’t buy or use a hole puncher. It would take a lot of effort and it’s not worth ruining it. Just review the size cause it’s large.
