Is the #4 ground pin wired to their ground the body of the spindle? Discussion in forum's are saying some spindles aren't grounded.

Although I don't know, I have today seen pinouts for this genre of router that says 3 of the pins are connected to outputs U, V, W of the VFD, leaving one pin left. If that pin IS connected to ground, then the spindle will be able to used with a Z-Heightsetter connected to the machine to sense when electrical contact is made between the tool and the setter. My guess is "Yes." If you want to be sure, get a voltmeter and check the continuity between the ground of the CNC machine's power supply and the body of the mounted spindle. It should show continuity, that is resistance = 0 ohms.

Is this suitable for milling carbon steel?

This is the first mention I've seen that this class of machine is suitable for milling steel. It's typical represented for use with wood and aluminum. As noted elsewhere, the slowest rpm is too fast for steel.
