Q: Can I remove the chemlight wrapper and store it in this device or do I need to keep the chemlight in the wrapper until I needed it?

Until you "crack" the stick, you can store this - with or without the wrapper - just about any place you want.

Q: Would this be reliable if frozen? I need a light stick for year-round storage in a car emergency kit.

this is just a holder for light sticks but they should be fine....not sure how cold you have to get before they are damaged. Saying that...chem-lights are fairly weak and dim when they are very cold. warm them up first and they will glow a lot brighter

Ones just a tighter fit, I thought at first I was gonna break the shield getting in together
