Why are these so hard? I’ve tried 2 tubs this week, both are so hard. I thought they are soft?

These chews don’t really help with serious itching and I have to put the chew in a pill pocket. I use allergy shampoo and a topical allergy stick. The allergy shot from the vet works best for us.
