Q: Would this stick to 1000 Cordura fabric?

Don't know about 1000 Cordura, but it had a hard time sticking to Sunbrella marine fabric. We still needed to use needles and/or clips to hold it in place.

Q: Does this tape make the needle sticky?

It didn’t make my needle sticky. It was just a little thicker to sew through.

Q: Can this tape form a permanent bond?

No it is temporary best for hems, seam lines and the like.

It can be used for fabric not made of fabric. The description says acrylic which I think is just the type of plastic- it is super sticky and clear - worked great for basting
