Q: Will the outlets hold plugs if it’s mounted upside down under the desk?

Yes, the outlets will hold the plugs. Mine is currently mounted upside down under my desk, and I do not have any issues with the plugs getting disconnected. Just make sure you have a good double sided tape.

Q: I would prefer not to use screws, can I use 3m double sided heavy duty tape to mount on wall behind my tv?

With enough tape anything is possible... But if you try to take it any plugs it'll likely rip the power strip off the wall.

Q: How many joules of protection is this rated for?

This is not a surge surpressor. It is simply a multi-outlet device. Consequently, there is no joule rating.
