Should it be repotted as soon as I receive it?

Every spring when I get new hibiscus trees I just leave them in the original pot cut a few holes in it then put them in the ground in the mulch bed and they do just fine

What do I do about tiny black bugs on the flowers ?

The 1st one I bought (last summer) from this vendor had a disease and died, despite the organic pest remover for Hibiscus as well feeding Hibiscus food. I purchased a 2nd one and it's still alive, but also came with spots on the leaves that turned them yellow and some fell off. I'm treating it with same natural Hibiscus food and parasite killer. It's still alive and growing new leaves, but orginal leaves continue to die and fall off. These are large enough plants to safely transplant to larger pot than they came in. I wouldn't trust plants from this seller again.

Can this plant be shipped to Seattle and can it live in Seattle

I live in Seattle and have this plant and it is gorgeous. I bought it a little early in the year when it was still too cool so it struggled abit to get going but now it is amazing.
