Q: Is the GS308E a managed switch?

Yes. You can set up VLANs and all the goodies. It has a web interface and there is a Windows application to do some settings too. It is a perfect switch for my homelab at the moment.

Q: I already have a switch connected to my gig BT router. can I connect multiple of these to split within splits?

Indeed, you can daisy chained or cascade switches. However, the best practice would be up to 2-3 switches daisy chained. Q: Can this device be used without installing the Netgear Insight App, or is the app a requirement?

I bought the 5 port version of this device and installed the Netgear ProSAFE Plus Utility, but have never used it. The device is self-contained and, once switched on, works straight out of the box, i.e. nothing else is needed. I would suggest that you examine the reason for purchasing this item and install the required utility, possibly reaching out to Netgear's help desk and/or User Forum for indepth help.
