Q: Do these affect night vision...if so how?

It actually assists my night vision. White light blinds you to anything outside the illuminated area. Red just enhances what you're illuminating but allows you to still see what's outside the illumination.

Q: What wavelength is the red light?

Haven’t measured it but imagine it would be 680 nanometers.

Q: Is there a way to shut off the strobe permanently? It is annoying to cycle back to high and have the strobe.

Unfortunately, no. There is no way to stop/disable the strobe feature
