Q: Can you attach this holder to a car windscreen or does it need a perfectly flat surface?

I would suggest a completely flat surface gives you the best adhesion. The adhesive pad is a 1-2mm thick, so technically it could handle a small curvature across the pad area - but not much!

Q: What are dimensions of the base

The base is 40mm wide and the ring is 58mm

Q: Will this be suitable for a iPhone 15 pro?

I am not sure about the 15 pro. But it works fine with the 14 pro max. So can’t see why it would not
