Yes that’s right. The pegs are for standard weights and included are sleeves that can go over the pegs so Olympic weights can fit.

How firmly do the 2" plastic pegs fit over the 1" steel pegs? WIll this hold up in a home with one person using the weights?

Pretty firmly! There’s a tiny lock screw that you turn on the bottom of the plastic pegs to tighten it around the smaller one inside

What size is the barbell locking pin? Only part I'm missing on a "used" buy.

Can it hold a big plate on top and bottom?

This will fit an Olympic 45lb plate on the top and bottom with a 1.5in gap in between the two plates.
