Is this the actual dust collection system.

No.  This is a cyclonic separator that filters out the large debris along with smaller particles before the "fine dust" makes its way into the "actual dust collector" a.k.a the vacuum = any of the CT Festool vacuums also called "dust extractors".  That said, this cyclonic separator really does a great job.  You'll hardly ever need to replace the actual vacuum's bag as 95-99% of what you're vacuuming ends up in this units collection bin (which doesn't need a bag, but does & can use ordinary garbage bags if you're not recycling the wood chips & shavings).  If you are recycling, or just using a normal trash bin in your shop, you can simply dump this bin out every once in a while.  As such, if you don't already have a CT vacuum, but want to use this along with one you're going buy, - my advice is - don't bother with anything larger than the CT26 as you won't need the extra size and space of the larger units because the stuff that fills up the dust extractor's vacuum bag is collected by this separator instead, so the MINI (what I use) and the MIDI are perfectly fine, minus the one exception that other, separate extras like the WIFI remote and other hose add-ons are for the vacuums that have the hose port in the front and use straight connections, meaning the 26, 36 & 48.  But, to be clear, this unit will connect to any Festool dust extractor / vacuum.

I do not have that particular vacuum however just looking at the vacuum it appears that it holds a standard sustainer on top?.. that being said ..I would not see why it would not work.

Does the suction go way down?

No, the suction is minimally effected and works very well for dust separation and collection. I use it on all my Festools and I essentially have their entire line of products and have never been disappointed with any of them.
As with most of their tools, it’s very much overpriced. But, this is particularly the case with the Separator because it’s essentially two plastic Systainer on top of one another with some hoses attached. However, if you want to splurge as I did, and $400 or so is not an issue, by all means go for it. As with all Festool products, you won’t be disappointed and as usual it’s beautifully engineered.
