Has this dinner set been tested for lead and cobalt? Does it have lead, cobalt?

Lead hasn’t been allowed in dishes since 1971. Cobalt can come from ceramic glaze, but these are inexpensive, though nice, dishes, and not ceramic so I would say no to both.

Do these scratch easy?

They are not as hardy as Corelle dishes, but they are not as fragile as china. They are heavy but should still be handled with care. Mine have gotten chips in them from not being careful enough, but I haven't noticed any scratches in them yet. Hope this helps. Have a good day.
