Can I make moon cake with this wheat starch ? Is this wheat starch already cooked ?

I used the wheat starch to make the skin for har gow. I believe moon cakes are made with flour, not starch. So to answer your question, no. And it’s like corn starch, potato starch so you could say it’s not cooked.
