What best budget tripod is best to use with this, so you can get quite low as well as be stable when extended to full height?

Not sure sorry. But I would say go for a video (rather than stills) tripod with a fluid head. It’s 100% worth the extra investment. Stills tripods are wobbly at full height and can’t take as much weight. I have both types of tripod and my lightweight (inexpensive) stills tripod is useless on the dolly. The wobble renders the dolly useless imo.
