Can I use these to make a truffle oil infusion?

I only bought this product once. The truffles are already soaking in oil. The jar had minimal truffle aroma when I opened it. The truffles were rubbery and really pretty tasteless. I did not like this product at all and would not use it to try making anything. A better product is the truffle powder avialable here on amazon...that one I really like, but not good for making truffle oil. I suspect truffle oil would need to be made with fresh truffles. Because of prohibitive cost (I suspect) there is very little good real truffle oil out there to buy.

how much should you use for a single dish- say pasta?

For me they don't work with pasta as well, by themselves. I prefer to make truffle butter with truffle oil and unsalted butter. Then just replace the butter with truffle butter in whatever pasta recipe you use. I'll then chop a few pieces of truffles to add.

Where in Europe are the truffles sourced from?

I don't know but these things are disgusting, don't waste your money. And I LOVE all things truffle.
