Any good quality brush for oil based stain and paint should be fine. I personally used an HVLP sprayer for mine and got outstanding results.

What is the drying time for an outdoor project?

Depends upon temperature and humidity. In Tucson during the summer 4-6 hours. You might even add some paint thinner to slow it down. In the Sierras ~60° best to let it dry 24-48 hours before fiddling with the finish.

what is the difference between this primer and rustoleum's rust reformer?

Rust reformer converts the rust to a more stable metal compound. The primer just covers the rust and makes it suitable for a finish coat. I like the reformer.

Has anyone used this on cars? Can I paint over it?

I use it on my rusty cars. You probably should use the same brand and type primer as your paint though.

Excellent to use as a brush on primer for engine building. Torch the block to remove the oils then brush this on, makes rattle can paints stick on much better, lasts longer and very durable

I painted my engine block and used this to prime. It laid down very nice and dried flat and even. Also, it took little to cover, so it goes a long way. I highly recommend this quality primer for your metal projects.
