Will these operate at 4.5v without a resistor?

No and make sure your very gentle with them. I snapped the wire of two and could not repair.

How do you strip the wires? Are both wires insulated? Does it matter which is ground and which is positive? Thank you

The wires come stripped already, they are insulated, and the longer wire is positive (+). If by some chance you get the wires crossed, the light will not work because it's DC. The wire insulation is silicon (I think) and is not affected by heat from soldering. You can run the lights on 3 volt DC or solder the enclosed resistors on the positive wire and run on 12 volt or something in between. There are instructions included for using the lights on voltages above 3 V DC. I used silicon insulated wire # 28 and it worked great but I think the wires on the lights are #30 gauge. Very fine wire but tough. No problem wiring these lights. I ran three lights in series on one resistor coming off the transformer and they work good on 12V.
