Are these earplugs suitable to keep out noise? My daughter struggles to sleep

no, I don't think so. I got these for my daughter who has grommets and needs to keep them dry when swimming and when I talk to her, she can hear me perfectly.

Would these fit a 1.5 year old?

I dont really know what size your 1.5 year olds ears are. However, you can reduce the size of each plug easily by tearing and remoulding.

Can you use the plugs more than once, or do you need to throw them away after use?

Not at all. As long as they are kept reasonably clean, they can be re-used repeatedly.
