Hi! Does it work with 0. 4mm plastic sheet?

Hello, I am not sure. The product is suggested to punch up to 80 gm weight paper. I am not sure of the conversion. I would like to note. It is not recommended to use with coated paper/cardstock or plastic. The main reason: plastic and coated paper/cardstock has some residue that might interfere with the function of the cutting area as well as may not last as long. Thank you for your questions.

Does the cut have to be from the corners? Or can you slide it down to the edges of the business card?

Corners. The metal die inside the punch is designed to fit around to the corner of the card and then punch.

How do I clean out the scraps?

It's very easy. To clean out the scraps- there is a clear plastic window that opens up. Then you can empty the scraps.
