I always understood that cloth/fabric cords were unsafe to use with electrical connections. Should I be worried?

No worries. What it consists of is the cloth braid over the regular plastic cord.

Does the bottom of the power strip have rubber or anti-slip material to protect tabletops and stay in place?

Mine does not. It does have holes that allow you to put 2 screws on the wall or edge of a book case perhaps, to avoid the desk. I have Gorilla strips (thick clear double sticky tape and squares) designed to hold art, rugs or anything else. That would work it you want it stationary.
