Does this fit a 289/302 small block?

Yes. The MotoRad 7200-160 Fail Safe thermostat fits various 1960's thru 1990's Ford Small Block applications. It is an alternate temp to the OE temperature. Thanks for the inquiry.

How much more often should you change the oil in a motor running a 160 t-stat? Is optimal temp closer to 190?

I put a 160° thermostat in a 1944 Willys MB, and the old boy seems to like it. I see no reason to modify the oil change interval. These newer, modern oils even go longer if you want. I don’t know what you want to put a 190° thermostat in, but many cars require a warmer engine. Find your specs on google, and go with their recommendation.
