Can these cut through 9 wire?

Yes, but not the greatest for this application

Will these cut the same as knipex 68 01 200 end cutters? i will use on copper rivets but i have decreased hand strength.

They should cut easier because you have 100mm( about 4 inches) linger handles for more leverage than the 200mm handles. In addition... the cutting edge is closer to the pivot point ( jaw rivet) ..... giving even more cutting strength. Lastly..... copper is soft as hell.
