You would need to connect it to a compatible alarm control panel. The alarm panel provides the control signal and power to the siren.

can this be wired in with stranded wire to our Honeywell /ademco vista 20p? also usable outdoor but under cover?

Yes these are standard sirens for any Ademco (and many other) systems. Yes they can be used outside covered from the weather such as under an eve. I have mounted then inside eve vents and attic vents too - Ron

Can multiple Wave-2 sirens be connected to a Vista 20p? If so, how are they wired (serial or parallel)?

I don't think they can be. I tried both ways and neither worked. I only have 1 of the 2 horns wired on my system. I couldn't get both to work I think they pull too many amps for the little system. If you do find a way please let me know

Just know it isn't that quick. Even if you had wifi, you would still need software to connect to wifi and a relay control mechanism to provide power to siren. I uses a PIR (passive infrared sensor) plus relay to activate mine.

I added this to my WYZE Canada Home Security Monitoring System because no siren was included. I set some rules to trigger the the WYZE plug I plugged this alarm into. The experience has very good. Very satisfied with it

So i have Samsung Smartthings which does not have a siren or alarm system, after reading some of the comments here i decided to give it a try as i needed something to sound when there is motion or door contact is open. I also bought a compatible smart switch to plug the siren in. Many people suggested changing the siren configuration to utilize other sounds available but i did not bother. You will have to create new automation in your smartthings app to make this work, i created two scene, one to sound when motion is detected and another to switch off the siren from app, that’s all you need. Sound is loud enough for my 4000 sq/ft home and you can hear it from every corner. However, comparing with your standard alarm company sirens this one is not loud enough, but it does the job and i am happy with it.
