Would this be sturdy enough to hold canned foods in the pantry?

Yes. If the cans are less than 15oz. The only thing I dont like about it is the acrylic is slippery. I'm using mine to hold glass vinegar and oil bottles. But in order to stop the bottles from sliding off the end of rack I put a piece of elastic rubber under the bottles to keep them in place.

Would this be sturdy enough to use on top of kitchen cabinets to show vases, etc. ?

it's plexi and a little bendy. Depends on the weight and size of the of the vase. A vase that would fit flowers I would say no.

Is this big enough to hold 24 chocolate covered oreos (stacked)?

I'd have to buy the Oreos & stack them. Not going to happen for any specific question like that. Platforms are 4x12".

Does this include 2 displays stands or is it just 1 stand with two steps?

I received 2 full shelves when I ordered mine so 2 stands each with 2 steps.
