Hello, It comes with two pluck foams, one 75mm deep and one 60mm deep.

Which size option would hold 135 scale military figures?

Not sure 1:35 scale I use them for 28mm models. Not sure if this helps you sorry

no easy answer to that, you need to check the sizes given for storage areas for the figures and measure your figures. there are different versions on sale offering different combinations of storage sizes. you can customise by cutting out sides between adjacent holes to fit figures in. not sure if that helped :)
