Why does everyone ive tried get to blue then literally just stop changing and stay blue.?

I don't know. Mine stay red and never change color! 🤷♂️ I surmise we have too much resistance in our light set that there is not enough forward voltage to cause the color change.

Do you need to connect them to pwm or you can connect it to normal pon of arduino?

These don't need any kind of controller. They automatically cycle through the colors when power is applied to them.

Are the color changing leds clear or diffused? the description says both words!

From what my teacher says is that they are clear.
