I recently purchased this to use on my windows hp laptop and when plugged in all usb ports work. however, neither hdmi port detect my monitor?

Same problem here. All USB ports work. But the HDMI port cannot detect my monitor. HDMI cord works fine when plugged into my old laptop which has HDMI ports. Truly disappointed.

Will this charge a Microsoft Surface Pro 4?

Yes it will support this Microsoft office pro. I did not use it for that but I has 2 monitors a webcams and keyboard and mouse

will this charge asus 13" zenbook Flip while using

This won’t charge your laptop. It will only connect. Your laptop need to have cC type connector

will it work for: HP Elitebook X360 1030 G4. It has (2) USB 3.1 Type-C with Thunderbolt (supports Power Delivery) and (1) USB 3.1 Gen 1 (charging).?

as long it has a USB-C port it will work
