Yes I use kewtech in mine bottom comfortably with room for cables socket tester and pat adapter

Is there room for a notepad?

Yes: the fold down flap has a pouch on the underside where I keep a small notepad for test results (and labels for EICRs).

Will it fit a Kewtech KT63+?

I have a Megger in mine, with leads etc, so it all depends on the physical dimensions of your particular Kewtech. The zip compartments are useful.
