Does it measure width?

It can't measure the width of the foot.it only to measure the length of the foot.

Does it go down to toddler sizes or just youth?

The youth sizes start at the bigger toddler sizes, it doesn’t have the baby sizes, but I was able to use it for my three year old

Why didnt this product come with instructions?

If you are confused about how mens and women's is on the opposite end you measure standing up with the heel against the back. The sizing then goes from innfants, children's, women's and finally men's. Measure from heel to tip of toes. I use this device every year for my youth cheerleaing program and the sizing is spot on.
