Can this be used as a skim or cover over wall that’s had recently removed wallpaper?

I used it to fill holes made in wall by screws etc after removing wallpaper. Needed to let it dry for 24 hours then lightly sand to smooth flat. Hope this helps.

To supplier: Arrived well packed but on opening it appeared to be only just half full and slightly foamy(?)It applied ok so not returning

How long does it take to harden on the wall?

Depends on how deep the crack you are filling and how wide..........for small surface type cracks probably about 10 minutes, the sand down for a perfect finish.
