Does this give out a strong smell of vinegar? (Would like to use it for art project)

It is fairly fragrant. I just sniffed the empty jar I had from months ago and there is still a good scent, but it's not nearly as strong as actual vinegar, especially if you cook it on the stove. That sort of vinegar smell can linger but I can't say for how long

is it more salty than vinegary?

I find it very vinegary (and I am a fan of 'as vinegary as possible'). One tub lasts quite a long time so you can always pour more on if you need more of a kick. Enjoy!
