Well, no tools at all I would say. Battery and 9 volt power supply is included. Things are connected either directly to the Elegoo Mega board or via the included white breadboard. Examples of program code and connection schematic are included on the CD which is included in the package.

If you mean 8 bit games, then yes you could, although it would be difficult for a beginner. I would highly suggest getting the Mega though, as you may have to add memory with another version of the board, especially if you are not worrying very low level code.
