Is it a degreaser then?

It works as a degreaser for the chain anyway.

Can this product be reused? I use a Park Tools chain cleaner which requires quite a lot of degreaser so it would save a lot of money if it could .

You could reuse it as a preclean then use a smaller amount to fi ish up after? That way you chain should be super clean! Could also try putting the cleaner through a coffee filter paper to get big particles out to make it a little cleaner before re-use
