Is this submersible in water?

bad idea. the two plates will make contact with water and you know what happens after that. the yellow insulator does not make a water proof seal and there was never any intention.

What kind of battery pack can power these?

i imagine the 220 volt and 110 volt ones are alternating current,,, the 12 volt would be direct current,,8 aa bateries in series would supply 12 volts. with rechargable batteries you would need 10 aa batteries in series. regular batteries are 1.5 volts ,,,rechargable batteries are 1.2 volts.,,or get a 12 volt rechargable battery and recharger
