Does it run true to size... is there a size chart?

I would say it does not run true to size. I am generally a size L, and it was a little tight, and the arms were to short. Order 1+ size larger if possible.

Do you get too hot in wearing it in warm weather?

I was warm yes in hot weather. But I thing it was still more comfortable than the alternatives of getting soaked or wearing a rain suit.

How transparent is it? (i'm not a flasher, lol!) i want to take the dog out without having to put on a bunch of clothes.

It is ZERO% see through. You will be seen, it is HIGHLY reflective, mine is a bright yellowish green, however, no one will see what your wearing underneath. I am a delivery driver who does a lot of walking in the early morning, and I WANT to be seen. I did submit pictures with my review.

How does the inside material feel? Is it soft or the same material as the outside?

It is difficult to describe. The coat is NOT lined. The inside is flatter, not as as shiny as the outside. Not exactly warm and fuzzy, but not like plastic.
