Yes, I believe so. When I ordered this, I only received 1 but it was only $5.

If I'm making hand-cut envelopes out of vellum, and want to make them so they can actually be sealed and mailed, this is what I would use right?

Yes, I make all my own envelopes and this was the recommended product to use. You rub it on, let it dry. Then when ready to use and mail, just lick and close like a regular store-bought envelope. Note: do not put on too thick; it will ripple the paper.

Can this be used on an envelope that already has adhesive but the adhesive is very poor/weak?

Yes, I believe it could. You'd just cover the weak adhesive with this, then let it dry.
