Why is there 25 labels for 15 bones?

Some of the pieces have two or more bones printed on them but they have more than one labels to distinguish different bones. For example, the Tipia and Fibia are the two lower leg bones but are right next to each other so they are printed on the same piece but have two labels that go with it.
